I am directed by the Postmaster General to transmit the accompanying advance copy of a Report from the Cables (Landing Rights) Committee on the question of telegraphic communication with Japan and the Far East.

The Postmaster General concurs in the recommendations of the Committee, and he would be glad to learn as soon as possible whether the Earl of Crewe also concurs, with a view to early action being taken.

In view of the urgency of the matter he ventures to request the favour of a reply within a week.
